Bhopal. Madhya Pradesh Chief Minister Dr. Mohan Yadav approved several important decisions in the Cabinet meeting held on September 1. Under his chairmanship, the Cabinet approved important financial proposals and public welfare decisions worth more than approximately Rs 41,000 crore, aimed at the overall development of the state and strengthening its basic infrastructure. The Cabinet ratified the "Viksit Bharat (Rural): VB G RAM G Viksit Bharat GRAM Yojana Madhya Pradesh" and its implementation with effect from July 1, 2026. For the implementation of the scheme, the estimated cost of Rs 3,183 crore for the financial year 2026-2027 and the financial proposal of a total estimated cost of Rs 26,436 crore for the continuation of the scheme from financial year 2026-27 to 2030-31 were ratified.
The Centre and the state will contribute in the ratio of 60:40, in which the state share will be Rs 10,574 crore. Over these five years, an expenditure of Rs 946 crore will be incurred for administrative expenses, which will be borne by the state government. As per the decision, under the new scheme, willing adult members of families residing in rural areas will now be provided a statutory guarantee of 125 days of wage employment in each financial year instead of 100 days. This increase in the number of employment days will prove to be a milestone in strengthening the rural economy and increasing livelihood opportunities at the local level. The main basis of the new scheme is to prepare rural infrastructure in line with the national vision of 'Viksit Bharat @2047'. Now, each Gram Panchayat will prepare a 'Viksit Gram Panchayat Plan' using GIS-based technology, 'PM Gati Shakti' layers and Digital Public Infrastructure.
Appointment of One Lokpal in Every District
These schemes will be integrated into the 'Viksit Bharat National Rural Infrastructure Stack' through a digital portal. Under the scheme, a dedicated state-level Project Management Unit will be established in the Madhya Pradesh State Rural Employment Guarantee Council for the effective execution of technical works such as water security, climate-resilient engineering, data science and advanced livelihood models. In accordance with the guidelines of the Government of India, Gram Panchayats will be classified into A, B and C categories on the basis of development criteria to make the financial allocation received by the state transparent and need-based. To ensure complete transparency under the scheme, biometric attendance, digital muster rolls and social audits every six months have been made mandatory. At the same time, one 'Lokpal' will be appointed in every district for speedy grievance redressal, who will resolve complaints through a digital platform. The Council of Ministers has also authorized the existing 'Madhya Pradesh State Employment Guarantee Council' to discharge all responsibilities of the new scheme as an interim arrangement until the new council is fully constituted/registered.
Decision in the Interest of Milk Producers
The Cabinet has approved Rs 2,973 crore in the interest of milk producers in the state, with the objective of upgrading the cooperative system and the Sanchi brand. Through the Dairy Development Scheme, cooperative milk societies will be expanded from 7,331 villages to 26,000 villages over the next five years. Milk collection will be increased from 1.2 million kilograms per day to 5.2 million kilograms per day. Milk processing capacity will be increased from 1.78 million litres to 6.33 million litres per day. Milk packet sales will be increased from 7 lakh litres per day to 35 lakh litres per day. Artificial insemination coverage will be increased from 15% to 50%. A Collaboration Agreement was executed on April 13, 2025, between the Government of Madhya Pradesh, MP State Cooperative Dairy Federation and affiliated milk unions, and the National Dairy Development Board (NDDB) for the operation and management of the MP State Cooperative Dairy Federation and affiliated milk unions. Under the executed Collaboration Agreement, in-principle consent has been given by the National Dairy Development Board to the presented Dairy Development Scheme of Rs 2,973 crore. The state government has approved a grant of Rs 500 crore for infrastructure and, in addition, an estimated state share of Rs 241 crore in accordance with the approval under Government of India schemes, along with the implementation of various components of the scheme.
Western Bhopal Bypass to be Constructed as 4-Lane with Paved Shoulder
The Cabinet has granted revised approval for the Western Bhopal Bypass, a 35.61-km-long 4-lane road with paved shoulders, under the Hybrid Annuity Model (HAM), with a total project financial cost of Rs 3,225 crore 51 lakh. In addition, approval has been given for payment of Rs 548 crore 29 lakh for pre-construction activities through the state budget. With the construction of this bypass, vehicles travelling to and from Jabalpur and Narmadapuram towards Indore will not have to pass through Bhopal, reducing the distance by 21 kilometres.
It is noteworthy that earlier, administrative approval of Rs 2,981 crore 65 lakh was granted on September 4, 2023, for the Western Bhopal Bypass, a 40.90-km-long 4-lane road with paved shoulders under the Hybrid Annuity Model (40:60). The Western Bhopal Bypass was proposed to begin at Itayakalan near Mandideep on the Bhopal-Jabalpur route and extend up to near the village of Fanda on the Bhopal-Dewas route, with a length of 40.90 km. Changes were made to the alignment due to the declaration of the Ratapani Tiger Reserve in the Western Bhopal Bypass area, inclusion of the impact of the Environment Department's notification on the catchment area of Upper Lake, the ancient heritage Shiv Temple (Samsgarh) of the State Archaeology Department falling on the alignment, and the decision to connect the bypass with the Eastern Bypass to create a complete ring road.
Due to the change in alignment, the project cost increased by 8.18% compared to the earlier approval, and revised administrative approval was obtained from the Council of Ministers. As per the decision, 40% of the project construction cost, amounting to Rs 599 crore 44 lakh, will be paid in 10 instalments upon achievement of milestones specified in the concession agreement, and the amount of the net positive cause will be paid during the construction period as per the provisions of the agreement through the State Highway Fund. The remaining 60% of the project construction cost, amounting to Rs 1,910 crore 42 lakh, will be paid through annuity, O&M and interest in the form of half-yearly annuities for 15 years during the operation period through the state budget.
Approval for Establishment of 3 New Technology and Skill Universities
The Cabinet has approved the establishment of three separate technology universities in the state in place of the existing Rajiv Gandhi Proudyogiki Vishwavidyalaya (RGPV), Bhopal, keeping in mind the promotion of technical education, regional balance and availability of infrastructure. These universities will be established in Bhopal, Ujjain and Jabalpur. Under this arrangement, the existing university in Bhopal will be established as the 'Madhya Bharat Technology and Skill University', the autonomous Engineering College in Ujjain as the 'Malwa Technology and Skill University', and the autonomous Engineering College in Jabalpur as the 'Mahakaushal Technology and Skill University'.
Currently, under RGPV, there are 13 courses, 585 institutions and more than 3.83 lakh students. Under the approved arrangement, all technical colleges in the state have been divided division-wise and assigned to the jurisdiction of the three newly formed universities. Bhopal's 'Madhya Bharat Technology and Skill University' will have Bhopal, Narmadapuram, Chambal and Gwalior divisions under its jurisdiction. The 'Malwa Technology and Skill University' in Ujjain will cover Ujjain and Indore divisions. Similarly, technical institutions in Jabalpur, Rewa, Sagar and Shahdol divisions will come under the jurisdiction of the 'Mahakaushal Technology and Skill University' in Jabalpur.
Separate Acts will be implemented for the operation of all three universities. For the administrative functioning of the two newly established universities in Ujjain and Jabalpur, approval has initially been given for the posts of Vice-Chancellor, Registrar, Controller of Examinations, Deputy Registrar and Finance Officer. Other supporting and technical posts will be filled through outsourcing as per rules. Initially, the salaries for these posts will be drawn from the available funds of the universities, and these institutions will operate on a self-financing basis.
The Council of Ministers has also approved the formation of a high-level 'Madhya Pradesh Technology University Empowered Committee' under the chairmanship of the Chief Secretary to expedite the establishment and subsequent proceedings of the three universities. The committee will include the Secretaries of the Technical Education, Skill Development and Employment, Finance, Higher Education and General Administration Departments, along with the Vice-Chancellor of Madhya Bharat Technology University, while the Commissioner of Technical Education will be included as the Member Secretary.
Mehlua-Bina-Khimlasa-Malthone Road to be Constructed
The Cabinet has granted administrative approval for the construction of the 67.116-km-long Mehlua-Bina-Khimlasa-Malthone road as a 4-lane road with paved shoulders under the Hybrid Annuity Model (HAM), with a total project financial cost of Rs 2,776 crore 83 lakh. Approval has also been given for payment of Rs 428 crore 94 lakh for additional pre-construction activities (land acquisition and other works) and Rs 65 crore 77 lakh as supervision charges through the state budget. The construction cost of the Mehlua-Bina-Khimlasa-Malthone project is Rs 1,151 crore. Of the total project construction cost, 40% amounting to Rs 543 crore 27 lakh (including GST) will be paid during the construction period through loans being taken by the Madhya Pradesh Road Development Corporation, while the remaining 60% amounting to Rs 1,738 crore 85 lakh (including GST) will be paid during the operation period in the form of half-yearly annuities over 15 years through the state budget. The proposed route starts from Mehlua intersection on NH-346 Vidisha-Chanderi and crosses NH-934 Hirapur-Bina in Bina before connecting to NH-44 North-South Corridor at Malthone. This route is extremely important for regional, inter-state and industrial traffic. Due to the presence of BPCL refinery, thermal power plant, railway yard and major industries in the Bina urban area, the number of heavy vehicles is high. This route has high potential to develop into a strong economic and logistics corridor in the future.
Maintenance of Machines and Equipment in Health Institutions
The Council of Ministers has approved Rs 488 crore 41 lakh for the continued operation of the scheme related to the maintenance of machines and equipment in health institutions from April 1, 2026 to March 31, 2031. Under this scheme, maintenance, repair and other works related to machines and equipment supplied to medical institutions across the state will be carried out.
The Council of Ministers has also approved Rs 915 crore 77 lakh for the continued operation of the scheme related to the maintenance of departmental assets from April 1, 2026 to March 31, 2031. Under the scheme, repair works of modular kitchens, modular OTs and other facilities in medical institutions across the state are carried out. The Council of Ministers has approved the creation of 15 new regular posts, including one post of Deputy Director, one post of Assistant Grade-2 and three posts of Assistant Grade-3 in each district, for operating district offices of the Department of Social Justice and Empowerment of Persons with Disabilities in the newly formed districts of Maihar, Mauganj and Pandhurna. In addition, two Class-IV human resources for each district, a total of six, will be engaged through outsourcing.
Approval for Creation of Posts for District AYUSH Offices in Niwari, Mauganj, Pandhurna and Maihar
The Council of Ministers has approved the creation of 20 posts for the operation of District AYUSH Offices in the newly formed districts of Niwari, Mauganj, Pandhurna and Maihar. As per the approval, four posts of District AYUSH Officer with a pay scale of Rs 15,600-39,100-6,600 Grade Pay, four posts of Assistant Grade-1/Head Clerk with a pay scale of Rs 5,200-20,200-2,800 Grade Pay, four posts of Accountant with a pay scale of Rs 5,200-20,200-2,800 Grade Pay and four posts of Assistant Grade-2 with a pay scale of Rs 5,200-20,200-2,400 Grade Pay have been approved for the four district offices. The Council of Ministers has ratified the Chief Minister's decision for the procurement of moong and urad under the Rabi Marketing Year 2026 from July 1, 2026. It is noteworthy that in Rabi Year 2025-26 (Marketing Year 2026-27), under the Price Support Scheme, the decision to procure only 25% of the produce of registered farmers for summer moong procurement, as per the Council of Ministers' order dated February 24, 2026, was partially amended, and a decision was taken to procure up to 60% of the produce of registered farmers for moong.
