Lakshadweep has achieved a major educational milestone after being declared a fully literate Union Territory under the Centre’s ULLAS initiative. The announcement was made by Lakshadweep Administrator Praful Patel on October 11, 2026, following the successful completion of a targeted adult literacy campaign across the islands.
The achievement highlights the importance of community participation and accessible education in reaching adults who missed out on formal schooling.

1,113 Adult Learners Successfully Complete Assessment
According to the Union Territory’s Education Department, an initial survey identified 1,113 adults who needed support in developing basic reading, writing and numeracy skills.
Special teaching programmes were organised to help these learners acquire foundational skills. Following the training campaign, all eligible learners successfully cleared the Foundational Literacy and Numeracy Assessment Test (FLNAT).
The assessment results enabled Lakshadweep to qualify for fully literate status under the ULLAS framework.

Doorstep Learning Helps Overcome Barriers
Authorities adopted an inclusive approach to ensure that eligible learners could participate in the programme. Teachers and education supervisors volunteered to conduct assessments at learners’ homes when travelling to examination centres was difficult.
Follow-up assessments and additional testing opportunities were also arranged to help learners complete the evaluation process.
The approach was particularly important for Lakshadweep, where communities are spread across multiple islands and access to educational facilities can involve logistical challenges.

What Is the ULLAS Programme?
ULLAS, or Understanding of Lifelong Learning for All in Society, is the Centre’s adult education initiative aligned with the National Education Policy 2020.
The programme focuses on foundational literacy and numeracy among people aged 15 and above who have not received adequate formal education. It also promotes lifelong learning and practical skills that can help individuals participate more confidently in everyday activities.
Lakshadweep’s achievement demonstrates how targeted educational support can help adults overcome barriers to learning. The milestone represents significant progress in expanding access to education and strengthening lifelong learning opportunities across the Union Territory.
