BJP national president Nitin Nabin and Madhya Pradesh Chief Minister (CM) Dr Mohan Yadav on Thursday launched the ‘Seva Sankalp Abhiyan’ in Indore on Prime Minister (PM) Narendra Modi’s birthday, with the state government simultaneously beginning a drive to provide free registration for around 50 lakh rural properties.
The initiative is being implemented under the Swamitva Adhikar Abhilekh Nishepadan Evam Panjiyan Yojana-2026, through which eligible rural property holders will receive registered ownership documents without registration costs.

Before the main programme, Nabin and CM Dr Yadav participated in a grand roadshow in Indore. BJP state president Hemant Khandelwal and other public representatives also addressed the gathering.
‘Registration is more than a piece of paper’: Nabin
Addressing the event, Nabin said the Madhya Pradesh government had presented the Swamitva initiative as a significant gift on PM Modi’s birthday.
Drawing a parallel with the legacy of Lokmata Devi Ahilyabai Holkar, he said she had laid a strong foundation for good governance, culture and public service, including initiatives to provide widows with property rights and legal protection.
Nabin said the Swamitva scheme would help translate the aspirations of rural residents into legally recognised property rights. He described the registration documents as more than “a piece of paper”, saying they would provide rural families with a greater sense of ownership and security.
He said the state had surveyed around 68 lakh plots and that the free registration process for nearly 50 lakh beneficiaries was being launched. Reports ahead of the launch also put the target at around 50 lakh rural private properties.

Nabin highlights PM Modi government’s welfare initiatives
Nabin said the ‘Seva Sankalp Abhiyan’ had been launched to mark PM Modi’s birthday and argued that questioning the initiative failed to understand its underlying spirit of public service.
He cited free foodgrain distribution, COVID-19 vaccination and the opening of bank accounts for economically weaker sections as examples of welfare measures undertaken under the Modi government.
Nabin said Modi had spent the past 25 years serving the country with “dedication and commitment”. He also claimed that around 35-36 countries had conferred their highest civilian honours on the Prime Minister, describing these as an honour for India and its citizens.
He further highlighted the PM Vishwakarma scheme, startup and MUDRA initiatives, and women-led development programmes. He said more than two lakh startups were operating in the country and that over three crore women had become financially self-reliant through various initiatives.

CM Dr Yadav: Government focused on public welfare
Chief Minister Dr Yadav said the Swamitva initiative would give rural residents formal recognition of their property rights. He said free registration would be carried out across more than 23,000 villages over a month.
CM Dr Yadav also highlighted welfare measures for women and workers, saying more than Rs 55,000 crore had so far been transferred into the accounts of Ladli Behna beneficiaries.
He said women working in employment-oriented industries would receive an additional monthly benefit of Rs 5,000 through VGF, while the state government was also developing places associated with Lord Krishna, including Janapav, as pilgrimage destinations.
The Chief Minister said the occasion was particularly significant as it coincided with Vishwakarma Jayanti, and stressed the importance of supporting small workers and traditional artisans.
The month-long ‘Seva Sankalp Abhiyan’ is being conducted from September 17 to October 17, with the BJP planning a range of service-oriented activities across Madhya Pradesh.
