A quick-thinking man saved a young boy who fell into an uncovered drain in Haryana’s Panipat. The incident, captured on CCTV, has renewed concerns over public safety and repeated accidents caused by exposed drains.
Child Falls into 7-Foot-Deep Drain
A potentially tragic incident was averted in Panipat, Haryana, after an eight-year-old boy fell into an open drain while walking along a muddy stretch of road. The incident reportedly took place near Devi Mandir Road in Ward 3 on Thursday afternoon, October 15.
According to reports, the child was returning from school when he stepped onto a section of the drain that had no covering slab. He lost his balance and plunged into the drain, which was reported to be around seven to eight feet deep.

Bystander Rushes to the Rescue
As the child fell, a man nearby immediately rushed to help him and pulled him out of the drain. The quick intervention prevented the incident from turning into a possible tragedy. CCTV footage of the incident later circulated on social media, drawing attention to the dangers posed by uncovered drains in residential areas.
Repeated Accidents Raise Safety Concerns
The incident has sparked renewed concern because similar accidents have reportedly occurred in the same area. In September, a woman fell into an open drain, while other incidents involving people falling into uncovered drains and road excavations were also reported.
Residents have raised questions about the safety arrangements around ongoing construction and drainage work, particularly where pedestrians and schoolchildren regularly pass.

Municipal Corporation Orders Inquiry
Taking note of the latest incident, Panipat Municipal Corporation Commissioner Dr Pankaj Rao suspended junior engineer Parminder Kumar over alleged negligence in the discharge of his duties. A three-member committee was also constituted to investigate the incident and submit a report within a week.
The civic body had previously directed the contractor to secure excavated areas and reportedly imposed a ₹10 lakh fine over safety and construction-related concerns.
Questions over Public Safety
While the child was rescued, the incident has once again highlighted the risks posed by uncovered drains and poorly secured construction sites.
The bystander’s timely intervention helped avert a potential tragedy. However, the repeated accidents have intensified calls for authorities to ensure that drains are covered, dangerous areas are barricaded and pedestrians can use the roads safely.
