Madhya Pradesh is preparing for a major overhaul of its arms licensing system, with applications, renewals and weapon transfers set to move entirely online from November 1 this year. The proposed changes will bring an end to the existing offline application process, while tighter digital monitoring of ammunition sales is also planned.

Under the new system, applicants will be required to use the Central Government’s National Database of Arms Licences (NDAL) portal or the MP Online platform to complete the relevant formalities. The state government also plans to revise the procedure for forwarding arms licence proposals from district authorities directly to the Home Department.

Digital Portal to Streamline 2.40 Lakh Licence Records

The Madhya Pradesh State Electronics Development Corporation is developing a new portal to improve the management of arms licences. The platform will be integrated with the Central Government’s NDAL portal, enabling information on licence issuance, renewals and other related procedures to be maintained digitally.

At present, records indicate that around 2.40 lakh arms licences in the state appear to have expired. This situation has reportedly arisen because details of renewals and the disposal of other applications were not properly updated on the NDAL portal.

The proposed digital system is expected to help authorities maintain accurate records, track application status and identify discrepancies between official databases and the actual validity of licences.

Ammunition Dealers to Record Every Transaction Online

The new framework will also place greater responsibilities on arms dealers. They will be required to record every ammunition purchase and sale online, allowing authorities to track the number of cartridges purchased by individual licence holders, along with the date and place of purchase.

The move is intended to improve accountability and strengthen monitoring of ammunition distribution and related activities.

Applicants will be able to create an account and submit their applications through the official NDAL portal at www.ndalalis.gov.in. Applications are also expected to be accepted through MP Online.

Shooting Applicants to Face Additional Verification

The government is also planning stricter verification for people seeking arms licences as shooting sports participants.

Authorities will verify applicants' credentials with the State Rifle Association or the National Rifle Association of India. Applications will proceed only after the relevant sporting body confirms the applicant's active participation in shooting competitions.

The measure is designed to verify sporting credentials and ensure greater transparency in the licensing process.

Documents Required for an Arms Licence

Applicants will need to submit the prescribed documents, including proof of identity, proof of residence, a medical fitness certificate and proof of income.

Authorities will examine the submitted information and assess eligibility in accordance with applicable legal provisions. Applicants with criminal cases against them will also be subject to the relevant scrutiny. Submitting the required documents will not automatically guarantee approval.

Greater Transparency Through Digital Monitoring

If implemented as planned, the new system will bring licence issuance, renewals and weapon transfers under a unified digital framework. Combined with online ammunition records, it could help authorities monitor licence validity and firearm-related transactions more effectively.

The final implementation details and application procedures will depend on official instructions issued by the state government.
