DMK MP Kanimozhi on Thursday took a sarcastic swipe at the Chief Minister (CM) of Tamil Nadu, C Joseph Vijay, over the proposed construction of a new Secretariat and Legislative Assembly complex in Chennai, linking the plan to Vijay’s reported association with astrologer Rickey Radhan Pandit Vettrivel.
Speaking at an event organised by the DMK, Kanimozhi scoffed at Vijay’s political ambitions while referring to the proposed sea-facing government complex at Pattinapakkam near the city’s Marina Beach. Her remarks surfaced amid a politically charged atmosphere across the state over the project.
Kanimozhi said, “I don't know if the astrologer told him or what, but they are going to build a new Assembly.”

She then stepped up her jibe, suggesting that the astrologer may have advised Vijay that looking at the sea had helped him become the state’s Chief Minister and that another sea-facing office could pave the way for his ambition of becoming Prime Minister.
She said, “Before the sea-facing office, he is Chief Minister. After the sea-facing office, maybe he will aspire to become the Prime Minister.”
Continuing her sarcasm, she joked that Vijay could next be advised to look at the Taj Mahal or the Himalayas in Delhi, following which, he could be sent ‘straight to America’ to become the US President.
Rs 1200-crore Secretariat plan sparks row
The proposed Secretariat and Assembly complex is planned at Foreshore Estate in Pattinapakkam. The ruling Tamilaga Vettri Kazhagam (TVK)-government in Tamil Nadu has identified 25.55 acres for the project, which has been estimated to cost close to Rs 1200 crore. The proposed site is close to Vijay’s residence too.
The project has also drawn flak from political parties, as well as fishing communities in and around Pattinapakkam. Fisherfolk from 12 hamlets have warned of agitations, while residents say the land is closely connected to their traditional livelihoods.

More than 1500 fishing families utilise the area for activities such as anchoring boats, repairing and drying nets, drying fish and running daily markets. Residents have expressed concerns that construction and security arrangements could restrict access to the sea and disrupt their livelihoods.
The controversy has also reached the courts, as a petition has been filed before the Madras High Court (HC) seeking a stay on the proposed project.
Astrologer appointment had triggered a row
Kanimozhi’s remarks have also revived memories of a controversy in May this year, surrounding Vijay’s reported appointment of Vettrivel as an officer on special duty (OSD). Vijay assumed the Chief Minister’s office on May 10, 2026, and appointed Vettrivel as an OSD two days later. The opposition political parties, such as the DMK, VCK, CPI(M) and CPI were quick to criticise the development, which was revoked later.
