He said Madhya Pradesh has witnessed unprecedented investments across sectors over the past two and a half years, driven by the State Government's industry-friendly policies and regulatory reforms, and this momentum continues to grow. Addressing the Investors' Roundtable Conference organised in Mumbai to invite industrialists and investors to the Gwalior Telecom Manufacturing Zone, Chief Minister Dr. Yadav said the State Government has introduced several investor-friendly and attractive policies over the past two and a half years to promote industrial growth. These initiatives have earned the confidence of domestic and international investors, leading to a large number of investment proposals. He said this growing confidence reflects the State's transparent policies and good governance. Madhya Pradesh is progressing rapidly across all sectors, with investors from India and abroad placing their trust in the State. The Chief Minister added that Madhya Pradesh offers some of the country's most affordable electricity, a skilled workforce for industrial development, and wage support for five to ten years for employment-oriented industries.

The Chief Minister said that the State Government has organised roadshows in several cities across the country to attract investments. Madhya Pradesh continues to draw leading industrial houses and investors, many of whom choose to expand their long-term presence in the State after experiencing its investor-friendly ecosystem and responsive governance.

The Chief Minister, referring to the success of the Global Investors Summit in Bhopal, announced that GIS-2027 will also be organised next year. He noted that all plots in the Electrical Equipment Park at Babai-Mohasa in Narmadapuram district were allotted on the very day of its groundbreaking ceremony. Similarly, all plots in the PM MITRA Park being developed in Dhar district—the country's largest textile cluster—were allotted immediately after its foundation stone was laid. The Chief Minister said that the 170-acre plug-and-play Gwalior Telecom Manufacturing Zone will emerge as the country's first integrated telecom technology ecosystem, bringing together telecom manufacturing, research, design, testing and innovation within a single integrated campus.

He also acknowledged the contribution of the Scindia royal family to Gwalior's development. The Chief Minister said that Madhya Pradesh has set new benchmarks by fostering cooperative relations with neighbouring States. The Government has entered into river-linking agreements with three States to strengthen water management and has also resolved the nearly 40-year-old water-sharing dispute with Rajasthan through mutual agreement, enabling progress on the Parvati-Kalisindh-Chambal Project. He added that the State Government is working in close coordination with the Government of India to accelerate Madhya Pradesh's overall development.

Chief Minister Dr. Mohan Yadav met Welspun World Chairman Shri B.K. Goenka to discuss various aspects of the Ken-Betwa River Linking Project and the industrial opportunities arising from it. He also held discussions with Shri Pratik Kothari, Director of Umedica Laboratories Private Limited, regarding the company's proposed investment of ₹350-500 crore to establish a pharmaceutical manufacturing facility at the Pithampur Special Economic Zone (SEZ). The Chief Minister assured full support from the State Government for the successful implementation of the project.
Chief Minister Dr. Yadav also met Shri Saifuddin Qureshi, Chief Executive Officer and Managing Director of KRYFS Power Components Ltd., and discussed the company's investment and expansion plans. It was informed that land has already been allotted to the company in Sehore, where it proposes to invest around ₹1,000 crore in setting up a transformer components manufacturing unit. The project is expected to generate more than 2,000 employment opportunities. The Chief Minister also held detailed discussions with Shri Rakesh Swamy, Group President (Corporate Affairs), Godrej Industries Group, on industrial expansion, new investment opportunities and potential areas of collaboration in Madhya Pradesh.
Telecom and Digitalisation Have Witnessed a New Revolution in India:Union Minister Shri Scindia
Union Minister for Communications Shri Jyotiraditya Scindia said that under the leadership of Prime Minister Shri Narendra Modi, India has witnessed a new revolution in the telecom and digital sectors over the past 12 years. He said India, once dependent on 2G technology, has now emerged as the world's second-largest self-reliant telecom nation. The country currently has over 500 million 5G subscribers. He added that Prime Minister Modi modernised the 130-year-old Telegraph Act to meet future telecom requirements, providing a clear roadmap for the sector's growth. Union Minister Shri Scindia said the Prime Minister's vision of ‘Make in India, Make for the World’, supported by the ‘Vocal for Local’ initiative, is guiding the country's journey towards Viksit Bharat @2047. He described the telecom sector as the central nervous system (CNS) of the vision for a developed India.
Union Minister Shri Scindia said the telecom sector has become an invisible highway of development, enabling India's transition from a service-based economy to a manufacturing-driven economy. He noted that while India once produced only 50 million mobile phones annually and imported nearly 85 per cent of its domestic requirement, the country now manufactures 330 million mobile phones every year. Around 20 per cent of Apple's global smartphone production now takes place in India. The Union Minister further said that more than 20 billion UPI transactions are carried out every month in India, and the country's UPI technology has been adopted by nine countries. The Gwalior Telecom Manufacturing Zone (TMZ) will provide the comprehensive ecosystem required for the telecom industry.
Shri Scindia said the Government of India aims to provide plug-and-play infrastructure for telecom investors, and the Madhya Pradesh Government has taken the lead in partnering with the Ministry of Communications to create global-standard, best-in-class facilities. He said 170 acres of land have been made available for the first phase of the project. Investors will receive electricity at ₹2 per unit, wage support of ₹5,000 per worker per month for large projects, and a ₹13,000 subsidy per employee for skill development. He informed that the groundbreaking ceremony for the Gwalior Telecom Manufacturing Zone will be held shortly and that 17 companies have already expressed interest in investing following the Investors' Roundtable held in New Delhi.

Secretary, Department of Telecommunications, Government of India, Shri Amit Agrawal, described the Mumbai roadshow as an important milestone in India's telecom manufacturing mission. He said the Gwalior Telecom Manufacturing Zone will be the country's first dedicated telecom manufacturing zone and will provide new momentum to the telecom sector through the partnership between the Government of India and the Government of Madhya Pradesh. Calling upon industries to invest in Gwalior, Shri Agrawal said the project would create a world-class testing and manufacturing ecosystem, strengthen the vision of Atmanirbhar Bharat, and enhance India's position in global supply chains. He expressed confidence that the project would significantly boost investment, innovation and employment.
Comprehensive Support for Investors at Gwalior Telecom Manufacturing Zone
Additional Chief Secretary to the Chief Minister and the Department of Industrial Policy and Investment Promotion, Shri Neeraj Mandloi, invited investors to establish industries in Madhya Pradesh. He said the Telecom Manufacturing Zone at Gwalior is a unique initiative that will strengthen India's communications equipment manufacturing capabilities. Shri Mandloi highlighted that the Regional Industry Conclaves organised across smaller cities under the leadership of Chief Minister Dr. Yadav laid the foundation for the success of the Global Investors Summit (GIS) 2025, which attracted investment proposals exceeding ₹30 lakh crore, with nearly 30 per cent already under implementation. He added that sector-specific industrial clusters are being developed across the State, including the Telecom Manufacturing Zone in Gwalior, the PM MITRA Park in Dhar district and the Electrical Equipment Park at Babai-Mohasa in Narmadapuram district.
Shri Mandloi said the Gwalior Telecom Manufacturing Zone is being developed with the support of the Government of India. Investors will have access to land, electricity and water at highly competitive rates. Located about 300 kilometres from the National Capital Region (NCR), the project offers 170 acres for the first phase, with an additional 400 acres proposed for future expansion. The zone will house six specialised testing laboratories. Investors will be offered industrial land on lease at ₹1 per square metre, along with 50 per cent capital subsidy, monthly wage support of ₹5,000 per worker, and other attractive incentives. He said investments of around ₹12,000 crore could attract government support of up to ₹8,000 crore in subsidies. The project is expected to generate more than 10,000 employment opportunities.
Representatives of leading telecom companies and industrial houses were also present on the occasion.
Incentives for Scale-Up Production The State Government has announced a comprehensive package of incentives for investors in the Telecom Manufacturing Zone, including: Capital Subsidy: Up to 50 per cent of eligible capital investment, subject to a maximum of ₹200 crore. Research and Development Support: Assistance of 25 per cent of project cost, up to ₹25 crore, for independent R&D projects. Expenditure on in-house R&D will also qualify as eligible fixed capital investment. Training Assistance: Up to ₹13,000 per new employee for training, applicable to a maximum of 4,000 employees. Employment Incentive: Wage support of up to ₹5,000 per employee per month. Export Freight Assistance: Reimbursement of 50 per cent of freight costs for exports through seaports and air cargo, subject to a maximum of ₹40 lakh per year and ₹2 crore per unit over five years. Green Manufacturing Incentives: Reimbursement of 50 per cent of expenditure on waste management, including assistance of up to ₹5 crore each for Effluent Treatment Plants (ETPs) and Zero Liquid Discharge (ZLD) systems.

Land Premium: Land premium at a nominal rate of ₹1.Annual Lease Rent: ₹1 per square metre per year, fixed for 30 years. Stamp Duty Reimbursement: 100 per cent reimbursement of stamp duty. Development Charges: Payment permitted over a period of 30 years. Electricity Support: Concession of ₹2 per unit on electricity charges during the first five years of operation. Water Charges: Concessional water tariff of ₹25 per kilolitre.
