Russia is facing another intense phase of the Ukraine war, with its military continuing large-scale drone and missile attacks while Ukrainian forces are also increasing strikes against Russian territory and military infrastructure. On September 28, Russian strikes hit several Ukrainian cities, including Kharkiv, where a guided aerial bomb struck an apartment building and injured at least 22 people, including children.

Russia keeps up aerial campaign

Ukraine says Russia launched thousands of drones, aerial bombs and missiles during the past week. The continued attacks indicate that Moscow is maintaining significant pressure despite ongoing diplomatic efforts aimed at ending the conflict. Russian Foreign Minister Sergey Lavrov has also said Moscow intends to continue its military campaign.

Russia has increasingly relied on long-range drones, including newer jet-powered variants. Reuters reported that these drones are placing additional pressure on Ukraine's air-defence network, while attacks have targeted infrastructure and economic facilities.

Ukraine strikes back inside Russia

At the same time, Ukraine has expanded attacks on Russian infrastructure. Ukrainian drones have targeted oil facilities and other strategic locations inside Russia. Russian authorities have reported casualties and damage from some of these attacks, while Moscow says its air-defence systems have intercepted many incoming drones.

Battlefield pressure remains

The situation on the ground remains contested. Ukraine's military has reported advances in northern Donetsk, including the recapture of about 51 square kilometres, although battlefield claims from either side can be difficult to independently verify.

Economic strain adds another challenge

Russia is also dealing with rising war-related expenditure. Its finance ministry expects the 2026 budget deficit to reach around 3% of GDP, above the original 1.6% target, with increased military spending cited among the reasons. For now, the war shows no clear sign of ending, with continued attacks, counterattacks and diplomatic efforts all unfolding simultaneously.
