Cabinet Approves 13,790 Cr for Infrastructure, Agriculture and Administrative Strengthening

Bhopal. Chief Minister Dr. Mohan Yadav chaired the Cabinet meeting held at the Mantralaya on Tuesday. The Cabinet approved financial proposals worth over 13,790 crore to give fresh impetus to infrastructure development, agricultural expansion, and administrative strengthening in the state. Several important decisions in the public interest were also taken concerning sports and athletes, farmers, youth, the judicial system and the general public.

To promote sports and nurture sporting talent among the youth, in-principle approval of 962.50 crore was accorded for the construction and operation of sports complexes in 140 Assembly constituencies across the state. These facilities will be named Chief Minister Sports Complexes.

Financial provision of over 4,000 crore was approved under the 16th Finance Commission for the smooth functioning of the High Court (Charged), Family Courts, Gram Nyayalayas and the Legal Aid Board. Continuation of six major schemes of the Commercial Tax Department was also approved. In addition, approval was given for the creation of 13 new posts at Government Dental College, Indore, as well as new offices and posts of the Public Health Engineering Department in the newly formed districts of Maihar, Pandhurna and Singrauli.

Giving top priority to irrigation, the Cabinet approved continuation of three major irrigation projects for the next five years, from April 1, 2026 to March 31, 2031. These include 4,197.58 crore for the Jawad–Neemuch Pressurised Micro-Irrigation Project in Neemuch and 262.63 crore and 507.23 crore, respectively, for the Suthalia and Parvati-Rinsi irrigation projects in Rajgarh. Together, these projects will develop irrigation potential over an additional area of more than 88,000 hectares.

The Cabinet also approved a proposal to procure 2,800 MW of thermal power to meet the state's future electricity requirements.

Crore Approved for Continuation of Suthalia Irrigation Project in Rajgarh 

The Cabinet approved 262.63 crore for continuation of the Suthalia Irrigation Project in Rajgarh district from April 1, 2026 to March 31, 2031. The project aims to develop irrigation potential over 40,000 hectares in Rajgarh district through micro-irrigation systems.

4,197.58 Crore Approved for Jawad–Neemuch Pressurised Micro-Irrigation Project 

The Cabinet approved 4,197.58 crore for continuation of the Jawad–Neemuch Pressurised Micro-Irrigation Project in Neemuch district for five years, from April 1, 2026 to March 31, 2031.

The project is a pressurised micro-irrigation scheme under which water will be delivered to agricultural fields through a micro-irrigation system. Its primary objective is to conserve water, expand irrigation capacity and enhance agricultural productivity through advanced pressurised micro-irrigation technology.

507.23 Crore Approved for Continuation of Parvati-Rinsi Irrigation Project in Rajgarh 

The Cabinet approved 507.23 crore for continuation of the Parvati-Rinsi Irrigation Project in Rajgarh for five years, from April 1, 2026 to March 31, 2031. The project aims to create irrigation potential over 48,000 hectares in Rajgarh district through construction of a dam.

Proposal to Procure 2,800 MW of Thermal Power Approved 

The Cabinet approved the proposal of the Energy Department and MP Power Management Company Limited to undertake necessary action for procurement of a total 2,800 MW of thermal power through a competitive bidding process.

The procurement will be undertaken on the basis of the DBFOO model bidding documents issued by the Ministry of Power, Government of India, from existing and under-construction thermal power projects as well as proposed new greenfield and brownfield thermal power projects in Madhya Pradesh.

The approval for procurement of 900 MW of thermal power accorded by the Cabinet on January 24, 2025, following cancellation of the related tender, will be subsumed into the present proposal for procurement of 2,800 MW.

The Managing Director of MP Power Management Company has been authorised to undertake further action in accordance with the approvals and orders of the Regulatory Commission.

962.50 Cr Approved for CM Sports Complex Scheme in 140 Assembly Constituencies

The Cabinet accorded in-principle approval of 962.50 crore for construction and operation of sports complexes in 140 Assembly constituencies under the Sports and Youth Welfare Department.

The sports complexes will be named Chief Minister Sports Complexes. It was also decided to construct a permanent helipad at the centre of the main ground of these complexes to facilitate smooth movement of helicopters under the PM Shri scheme.

554.61 Cr Approved for Operation of Gram Nyayalaya Scheme 

The Cabinet approved 554.61 crore for continuation of the Gram Nyayalaya Scheme during the 16th Finance Commission period from April 1, 2026 to March 31, 2031.

Under the scheme, salaries and allowances of judicial officers and court employees posted in all Gram Nyayalayas, along with office expenses, are met. Cases instituted before Gram Nyayalayas are also disposed of in accordance with law.

524 Cr Approved for Continuation of MP Legal Aid and Legal Advice Board 

The Cabinet approved 524 crore for continuation of the Legal Aid and Legal Advice Board scheme under the Law Department for the 16th Finance Commission period from April 1, 2026 to March 31, 2031.

1,000 Cr Approved for Operation of Family Courts 

The Cabinet approved 1,000 crore for continuation of the scheme ‘Establishment of Family Courts’, operated under the Registrar, Madhya Pradesh High Court, for the 16th Finance Commission period from April 1, 2026 to March 31, 2031.

2,015.60 Cr Approved for Continuation of High Court (Charged)

The Cabinet approved 2,015.60 crore for continuation of the High Court (Charged) scheme under the Registrar, Madhya Pradesh High Court, for the 16th Finance Commission period from April 1, 2026 to March 31, 2031.

969.87 Cr Approved for Continuation of 6 Commercial Tax Department Schemes

The Cabinet approved 969.87 crore for continuation of six schemes of the Commercial Tax Department for the next five years, from financial year 2026-27 to 2030-31.

The approved allocations include ₹62 crore for the Sampada e-Registry Scheme, 664 crore for expenditure on sale of stamps, 175 crore for the cost of stamps, 12.50 crore for maintenance of departmental assets, 46.37 crore for the Digital India Land Records Modernisation Programme and 10 crore for construction/expansion of District/Sub-Registrar Office buildings.

Approval for Creation of 13 Posts at Government Dental College, Indore 

The Cabinet approved creation of 13 new teaching posts at Government Dental College, Indore, comprising one Professor, 10 Associate Professors and two Assistant Professors.

With this expansion, the target is to increase BDS seats from 63 to 100 and MDS seats from 35 to 44. The creation of the 13 teaching posts is expected to entail an annual expenditure of approximately 3.78 crore.

18 Posts Approved for PHE Offices in Maihar, Pandhurna and Singrauli 

The Cabinet approved establishment of district offices of the Public Health Engineering Department in the newly formed districts of Maihar and Pandhurna and a Sub-Divisional Office in the Chitrangi block of Singrauli district, along with creation of posts and provision of funds for their operation.

For the new Maihar district, five new permanent posts were approved for the PHE district office, while two office assistants will be engaged through outsourcing. Development Block Uchhera will continue to be included under the PHE Sub-Division, Satna.

Similarly, five new permanent posts were approved for the PHE district office in the newly formed Pandhurna district, along with two outsourced office assistants.

For the proposed PHE Sub-Divisional Office in Chitrangi block of Singrauli district, three new permanent posts were approved, along with one outsourced office assistant.
