The Madhya Pradesh government has initiated a high-level review of several major welfare schemes being implemented across the state, including the flagship Ladli Behna Yojana.

A high-level committee has been constituted under the chairmanship of Chief Minister (CM) Dr Mohan Yadav to assess the effectiveness, relevance and ground-level implementation of key government schemes across various departments.

The panel will examine whether the schemes are delivering their intended benefits, how effectively they are being implemented and whether changes are required to improve their impact on beneficiaries.

Committee to submit report within a month

The committee will examine expenditure associated with the schemes, the benefits being received by beneficiaries and their actual impact on the ground.

It has been directed to submit a detailed report to the government within one month. Based on its findings, the state government may consider modifications, improvements or new arrangements for the schemes under review.

The exercise is expected to provide the government with a comprehensive assessment of both financial utilisation and the effectiveness of welfare delivery.

Senior officials from five departments on panel

The high-level committee will include senior officers at the Additional Chief Secretary and Principal Secretary levels from the Finance Department; Panchayat and Rural Development Department; Food, Civil Supplies and Consumer Protection Department; Women and Child Development Department, along with officials from departments concerned with the schemes being reviewed.

The involvement of senior bureaucrats is expected to facilitate a detailed assessment of the functioning of the schemes, their implementation mechanisms and expenditure.

Ladli Behna to farmer schemes under scrutiny

The review will cover several prominent schemes aimed at women, children and farmers.

These include the Ladli Behna Yojana, Ladli Laxmi Yojana and Saksham Anganwadi Yojana. Farmer-focused schemes such as the Mukhyamantri Kisan Kalyan Yojana, Pradhan Mantri Fasal Bima Yojana and Kisan Sahayata Yojana will also come under the panel’s scrutiny.

The committee will additionally review electricity subsidies provided for irrigation, making the exercise relevant to the state’s agricultural support system.

Health, education and social security schemes included

The review will extend beyond women and agriculture-focused programmes. The committee will examine the Mukhyamantri Sambal Yojana, social security pensions, Pradhan Mantri Awas Yojana, Jal Jeevan Mission and Atal Grih Jyoti Yojana.

Major health and education programmes, including Ayushman Bharat, National Health Mission and Samagra Shiksha Abhiyan, will also be assessed. Various scholarship schemes have been included in the review as well.

Focus on government spending and beneficiary access

A key objective of the exercise is to determine whether public funds allocated to these schemes are being utilised effectively and whether the intended beneficiaries are receiving the benefits without unnecessary hurdles.

The committee’s report, expected within a month, could provide the basis for decisions on restructuring, improving or revising several schemes.
