₹47,990 Crore to Drive Madhya Pradesh Development: Know What Decisions CM Dr. Mohan Yadav Took in the Cabinet Meeting

Bhopal. Madhya Pradesh Chief Minister Dr. Mohan Yadav took several important decisions for public welfare in the Cabinet meeting held on August 11. Under his leadership, the Cabinet approved proposals worth Rs 47,990 crore to accelerate the overall development of the state, strengthen public health, expand infrastructure and promote women empowerment. This includes Rs 28,083.47 crore for the National Health Mission and Rs 12,123 crore 81 lakh for the Ayushman Bharat scheme. With the objective of developing Bhopal as a metropolitan city, the Cabinet approved Rs 1,757 crore 55 lakh for the construction of a 44.830 km four-lane Bhopal-Vidisha road with paved shoulders, based on the Model Concession Agreement prepared by the Union Ministry of Road Transport and Highways for the Hybrid Annuity Model (HAM). This will now help increase industrial investment along with infrastructure development.

Forty percent of the total project construction cost under the Hybrid Annuity Model (HAM), including GST, will be borne by the Madhya Pradesh Road Development Corporation from the State Highway Fund during project implementation. The remaining 60 percent of the total project construction cost will be paid through the state budget in the form of semi-annual annuities over a period of 15 years during the operation period. In addition, an amount of Rs 364 crore 41 lakh towards pre-construction activities (land acquisition and other works) and supervision charges will also be paid through the state budget. The Bhopal-Vidisha (State Highway-28) road starts from the Bhanpur T-Junction of Ayodhya Bypass and ends at the Sanchi-Salamatpur Junction on National Highway No. 146. This road connects Bhopal and Vidisha districts while passing through Bhanpur, Chopdakalan, Sukhi Sewania, Dob, Balampur, Diwanganj and Salamatpur. The Sanchi Stupa in Raisen district is one of the most important Buddhist pilgrimage sites and is also a UNESCO World Heritage Site. The Tropic of Cancer also passes through kilometre 24.550 of the Bhopal-Vidisha road. Geographically, this road is also extremely important.

Approval for User Fee Collection on Bhopal Bypass Four-Lane Road Until 2031

The Cabinet has permitted user fee collection on the 51.963 km Bhopal Bypass four-lane road under the Madhya Pradesh Road Development Corporation from July 19, 2026, to December 31, 2031, with a view to converting the Bhopal Bypass four-lane road into a six-lane road. The Public Works Department has also been authorised to extend this period by an additional five years. User fee collection on the Bhopal Bypass has been kept unchanged as per the provisions of the notification issued earlier. The work of collecting user fees will be carried out through the Madhya Pradesh Road Development Corporation Limited or a collection agency selected by the Corporation. The Bhopal Bypass four-lane road connects Bhopal city with Indore, Raisen, Vidisha and Narmadapuram districts. This reduces traffic pressure in the urban area of Bhopal and provides travellers with uninterrupted and convenient road connectivity. Its regular operation, maintenance and upkeep are carried out by the Corporation. The toll amount collected is deposited into the State Highway Fund established under the Madhya Pradesh Highways Fund Act, 2012, which is used by the Corporation for the development and maintenance of state roads and other works.

Now Residents Will Also Receive a Share Along With Workers

The Cabinet has approved Rs 918 crore for the continued operation of the scheme related to providing dividends to Joint Forest Management Committees under the Forest Department from the year 2026-27 to the year 2030-31. The objective of this scheme is to obtain public participation of residents along with workers for the conservation and development of forests under Joint Forest Management. Joint Forest Management Committees in the state are providing appropriate cooperation to the Forest Department in the conservation and development of forests. As per the provisions, 20 percent of the revenue received from the sale of timber obtained through final felling is given to the Joint Forest Management Committee. In addition, 100 percent of the net profit received from the extraction of bamboo is provided to the workers engaged in cutting. Under this scheme, residents of areas associated with the committee will now also be given a share along with the workers.

Prize Money of These Awards Increased to Rs 2 Lakh

The Cabinet has approved providing an annual state-level Rani Durgavati Award of Rs 2 lakh to a woman who provides social service while struggling under all circumstances, and has also approved increasing the amount of the Rani Avantibai State-Level Bravery Award, which has been provided since 2006, from Rs 1 lakh to Rs 2 lakh. The presentation of the awards will provide encouragement and recognition to the services, work and contribution of women who are engaged in social service while struggling in extremely poor conditions, being more than 40 percent disabled, being single women, suffering from any serious illness, or being victims of acid attacks, dowry, domestic violence or any other adverse circumstances. Other women will also be inspired and come forward to undertake social service work in the field of women and children. At present, the Women and Child Development Department provides a total of six awards, namely the Rani Avantibai State-Level Bravery Award, Rajmata Vijayaraje Scindia Social Service Award, Shri Vishnu Kumar Women and Child Welfare Social Service Award, Chief Minister Nari Samman Raksha Award, Aruna Shanbaug Bravery Award and Rashtramata Padmavati Award.

 Approval for Land Allocation for National Soybean Research Institute

The Cabinet has also given a gift to soybean farmers in the Year of Farmers. A decision has been taken to allocate 20 hectares of land on a permanent lease in village Bhaukhedi, Ichhawar tehsil, Sehore district, for the National Soybean Research Institute, an undertaking established under the Indian Council of Agricultural Research, Government of India. The National Soybean Research Institute (ICMR-NSRI) of the Indian Council of Agricultural Research is an autonomous body under the Ministry of Agriculture and Farmers Welfare, Government of India, and is fully funded by the Central Government. Through soybean research and development, this institute directly and indirectly affects the interests of approximately 50 lakh soybean farmers in the country. The proposed land will be used exclusively for establishing a Krishi Vigyan Kendra. With the establishment of this centre, comprehensive progress in soybean cultivation in Madhya Pradesh is expected.

National Health Mission and Ayushman Bharat Given Priority

The Cabinet has approved a total of Rs 44,515.13 crore for the continued operation from April 1, 2026, to March 31, 2031, of schemes under the Public Health and Medical Department related to the National Health Mission, Ayushman Bharat - Pradhan Mantri Jan Arogya and Ayushman Bharat (Non-SECC beneficiaries), Multipurpose Disease Control Programme, security and cleanliness arrangements of health institutions, and district-level staff. Rs 28,083.47 crore has been approved for the National Health Mission. The National Health Mission is operated with the Government of India in a 60:40 ratio. This is a Centrally Sponsored Scheme and operates major national programmes such as maternal health, child health, family welfare, immunisation, TB elimination, child health nutrition, sickle cell, adolescent health, Ayushman Arogya Mandir, non-communicable disease programmes, blindness prevention, leprosy eradication, Pradhan Mantri Dialysis Service, free medicines and tests, etc. As per the approval, Rs 12,123 crore 81 lakh has been approved for the operation of Ayushman Bharat-Pradhan Mantri Jan Arogya and Ayushman Bharat (Non-SECC beneficiaries). Under the scheme, financial security is provided to poor and vulnerable sections for the treatment of serious illnesses. While preventing financial losses caused by healthcare expenditure, it is necessary to provide quality treatment in cashless form at government and empanelled private hospitals. Fulfilling the goal of universal health coverage, easy access to treatment and strengthening social security are the main foundations of this scheme. Rs 1,159 crore 58 lakh has been approved for security and cleanliness arrangements at health institutions. Rs 654 crore 84 lakh has been approved for the district-level staff scheme. The district-level staff scheme has been in operation for approximately 40-50 years.

Rs 795 Crore 59 Lakh Approved for Continued Operation of Agricultural University

The Cabinet has approved Rs 795 crore 59 lakh for the continued operation of the Block Grant Scheme for Jawaharlal Nehru Agricultural University for the next five years, from financial year 2026-27 to 2030-31, for salaries, allowances, honorariums, etc. At present, 11 colleges and 8 research centres are operating under the university, through which activities related to agricultural education, research and agricultural extension are being conducted. In addition to the officers, scientists and employees working at the university, the state government fulfils the financial liabilities related to the salaries, allowances, honorariums and pensions of approximately 500 old pensioners, along with the necessary administrative and contingency expenses of the institutions, through the block grant.

Maintenance of Assets of the Mineral Resources Department

The Cabinet has approved Rs 2 crore 50 lakh for the continued operation of the scheme related to the maintenance of departmental assets under the Mineral Resources Department from the year 2026-27 to 2030-31. There are a total of 54 mineral buildings in the Mineral Resources Department. Since more than 10 years have passed since the construction of the mineral buildings, repair and maintenance work is being continuously carried out in the buildings under the scheme. The Cabinet ratified the notification regarding the constitution of a single-member judicial inquiry commission headed by Subhash Kakde, retired Justice of the High Court, Jabalpur, for the judicial inquiry into the tragic fire accident that occurred at a firecracker factory located in Tokankala in Dewas district on May 14, 2026, and the extension of the tenure of the inquiry commission by three months up to August 14, 2026.The Council of Ministers approved the placing of the 63rd, 64th and 68th Annual Reports of the Madhya Pradesh Public Service Commission before the Legislative Assembly, along with memoranda regarding cases in which the advice of the Commission was not accepted.
