The Uttar Pradesh (UP) government on Thursday set a statewide campaign in motion to regulate coaching students and take stringent action against such coaching centres, which are operating without official registration. The state’s Higher Education Minister Yogendra Upadhyay announced the initiative, which is aimed at creating a transparent, accountable and secure learning environment for scores of students preparing for higher education and competitive examinations across the state. 

Directives issued to all district magistrates

As part of the drive, all the district magistrates (DMs) have been directed to conduct extensive surveys of the coaching institutions operating within their jurisdictions. The exercise seeks to identify registered and unregistered establishments and compile a comprehensive database of coaching centres. 

Minister Upadhyay said, “District Magistrates have been instructed to carry out a detailed survey of all coaching institutes functioning in their respective districts and prepare a complete list. Strict action is being ensured in accordance with the established rules, against institutions that are not registered under the Uttar Pradesh Coaching Regulation Act, 2002.”

Focus laid on safety of students, accountability

Elaborating on the broader objective behind the campaign, Minister Upadhyay said the Yogi Adityanath-led government remains committed to strengthening discipline, transparency and accountability within the education sector. 

He added, “The interests of students and parents remain our top priority. Through effective coordination among all departments concerned, we are making sure that every operational coaching institute in the state is abiding by the prescribed standards.” 

Furthermore, he emphasised that educational quality and student welfare must go hand in hand, particularly at a time when coaching institutes play a key role in shaping candidates for competitive examinations. 

Special drive in force across the state

In order to ensure uniform implementation of regulations, district administrations have ramped up efforts to identify unauthorised institutes and enforce the provisions of the UP Coaching Regulation Act, 2002. 

Special Secretary (UP Higher Education), Nidhi Srivastava has also issued a directive in this regard. Authorities have been instructed to ensure adherence to established norms and maintain regular inspections of coaching institutions.
