The incident unfolded at the IRS official’s house in Delhi’s upscale Kailash Hills area on Wednesday. The officer’s daughter, a UPSC aspirant, was found dead under mysterious circumstances, prompting the police to launch a probe.

The police said that Meena allegedly raped the woman first, and then strangled her to death using a cell phone charger’s cable. He was captured on the CCTV, which showed him changing his clothes and footwear after committing the crime to conceal bloodstains.

Joint Commissioner of Police, Vijay Kumar said that crucial evidence was recovered from  Meena’s possession, including clothes. The investigating police personnel said Meena wore garments belonging to the victim’s brother before decamping from the house.

As per police, Meena was familiar with the household, which played a crucial role in the crime. He was well-aware of the family’s daily routine and knew that the victim would be alone, while her parents were out for a gym session.

The police revealed that he knew of a concealed key card kept in a shoe rack, owing to which he easily gained access to the house. After raping and murdering the woman, he stole as much as Rs 2.5 lakh from there and fled.

Accused had earlier raped friend’s wife in Alwar

When police delved deeper into Meena’s previous criminal record and his activities, they discovered that he had travelled to Delhi from Alwar earlier the same day. In Alwar, he had raped a friend’s wife, drawing a separate case against him. The police further said Meena was addicted to online gaming, which compelled him to borrow money often from acquaintances. He sold his cell phone to fund his journey to Delhi from Alwar.

The police collared him from a hotel in Dwarka, where he had been hiding. Sections pertaining to rape, murder and robbery have been invoked against him, and he is in police custody.
